This is a photo of insect damage. The carpet beetle or moth has eaten away the wool exposing the foundation fibers which are cotton. You should check your rugs that get very little traffic or that have furniture covering a good bit of the rug. The moth larvae eat where they are undistrubed. Fun fact, they do not eat clean wool as readily.
